Dr. Kostyantyn Rybachuk is an education transformation strategist, researcher, and author of three books on genius development, the global paradoxes of modern education systems, and the neuroscience of AI in education. He holds a Ph.D. in General Pedagogy and the History of Pedagogy, specializing in system-level educational reform, educational neuroscience, and the neurobiological impact of AI on the developing brain.

CAREER PROGRESSION

Over two decades of experience across government institutions, universities, schools, and global education initiatives have shaped Dr. Rybachuk's distinctive expertise. Beginning as a secondary school teacher, he progressed through increasingly complex roles: Head of Modern Languages, Associate Professor at a leading university, and senior government positions, each building his capacity to drive systemic change.

As Head of the Government Analytical Department at the State Service for Education Quality of Ukraine, he coordinated cooperation between Ukrainian and EU school inspectorates, establishing frameworks that strengthened international standards for educational evaluation. Later, as Deputy CEO of Ukraine's Testing Board (Ministry of Health of Ukraine), he designed and launched the national system for the continuous professional development of medical professionals, creating scalable workforce-development models that serve hundreds of thousands.

His work spans crisis-driven reforms, from pandemic response to wartime education continuity, demonstrating his capacity to lead transformation regardless of context.

Dr. Rybachuk holds a Ph.D. in Pedagogy, MA & BA in ESL/EFL, and BA in Economics. His expertise spans educational neuroscience and cognitive development, the neurobiological impact of AI on the developing brain, AI in education and AI-enhanced learning, AI ethics in education, neurosafe EdTech design, immersive technologies (VR/AR), curriculum design and assessment development, education policy and reform, and international cooperation.
